#460 and 461: Indexed Rectangles + Choice Palisade

Indexed Rectangles was invented by heybud:

- Divide the grid into rectangular regions

- Orthogonally adjacent regions must not be congruent

- Cells with ratios provide the height/width ratio of their regions

By convention, the larger digit in each ratio always comes first.
