#A69: Tile City

 I suspect that this genre is meant to be set with global ideas in mind more often than local ideas. Most of the rules set constraints on what sizes of regions are allowed to connect to each other, and the "no two by two" rule could be thought of as necessary to prevent a maximally shaded grid.
